In order to strengthen the mutual understanding and friendship between the Chinese people and people all over the world and promote China’s exchange and cooperation with other countries in various fields, the Chinese government sets up scholarships for talented students and scholars to pursue higher education or conduct research in Chinese universities. The China Scholarship Council (hereinafter referred to as “CSC”), entrusted by China’s Ministry of Education, is responsible for the admission, enrollment and administration of Chinese Government Scholarship recipients. In accordance with relative requirements of Ministry of Education, the instructions are developed as follows:
I. Eligibility
1. Be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.
2. Age and Education Background:
● be a bachelor’s degree holder under the age of 35 when applying for master’s programs;
● be a master’s degree holder under the age of 40 when applying for doctoral programs;
3. Have acquired the Chinese proficiency of HSK Level 4 when applying for Chinese-taught master’s or doctoral programs;
4. Meet the admission requirements of the applied universities in terms of academic ability, language proficiency and other relevant criteria.
II. Type of Scholarship
1. Type of Students:
Full time Master’s and Doctor’s degree students.
2. Duration of Scholarship:
3 years for Master’s Degree students, and 3 to 4 years for Doctor’s Degree students.
3. Content of Scholarship:
(1). Covers tuition fee;
(2). Covers hostel fee;
(3). Covers the comprehensive insurance during the period of time studying in China;
(4). Covers living expenses during the period of time studying in China:
RMB 3000 yuan for Master’s degree students.
RMB 3500 yuan for Doctor’s degree students.
III. Language
In Chinese or English medium.

VI. Application Documents
① Application Form for Chinese Government Scholarship (in Chinese or English);
② Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2023), please apply for a new passport before submitting the application;
③ Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;
④ Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;
⑤ Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for programs taught in other language medium shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report;
⑥ A study or research plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor;
⑦ Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad;
⑧ A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
⑨ Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
Attention:
1. Everything to be uploaded to the online application system must be clear, true, and valid. It is suggested to use professional scan devices to make soft copies to upload. In case of not clear copies, applicants shall be responsible for the consequences and the university will not receive any hard copies from applicants.
2. The admission documents will be post from the university to the “permanent address” of applicants, please be accurate when filling it. (Do not give the address of post office)
3. When registering at the university after enrollment, applicants shall bring all the application documents to the university. (true graduation certificates are required rather than pre-graduation certificate)
4. The university will not authorize any personnel or agents to recruit students for CSC scholarship. If you have any questions, please contact the university directly.
VII. Admission Procedure

VIII. Others
1. Admission decisions will be announced through https://www.kmmu.edu.cn/list1901.aspx as well as through email to the applicants. Please pay attention to your email box and the said website.
2. Admitted students shall register at the university according to the required date with the said application documents as well as the documents of admission decisions. Students who cannot register at the university within the date shall apply to postpone the registration date with formal written letters in no more than two weeks (counting from the registration date). Those who do not ask for leave or whose leave expires, will be regard as giving up their qualifications to study in the university.
3. Students who bear the scholarship shall attend the annual assessment. Those who are absent or fail in the assessment will have their scholarship paused or cancelled.
4. Students of CSC scholarship are ineligible for other scholarship (except the one-time bonus or awards). Once being found for such case, CSC scholarship will be cancelled and the issued money must be returned to the university. Those who conceal the fact will not be allowed to apply the scholarship again within three years except for the cancellation of scholarship qualification.
